2025-2029 Five-Year Consolidated Plan

The City of Albany is updating its five-year Consolidated Plan, a roadmap for how Albany will invest in housing, homelessness services, economic development, public infrastructure, and other community programs between 2025 and 2029.

This critical plan determines how the City of Albany, via the Albany Community Development Agency, will allocate federal funding to meet the needs of our community. The City of Albany currently receives federal funding from the following programs: Community Development Block Grand (CDBG); HOME Investment Partnership (HOME); Emergency Solutions Grant (ESG); and Housing Opportunities for Persons with AIDS (HOPWA).

What is the 5-Year Consolidated Plan?

The Consolidated Plan is a federally required strategy that assesses the City of Albany’s affordable housing, homelessness services, and community development needs. The Plan serves as the foundation for data-driven funding allocations, and sets performance goals for projects, programs, and services that improve Albany neighborhoods and enhance residents’ quality of life.

There are four major components of the Consolidated Plan:

Citizen Participation Plan

The Citizen Participation Plan (CPP) is a document that outlines the City's community engagement processes. The CPP ensures that residents, organizations, and other community stakeholders have adequate opportunities to contribute to the development of the Consolidated Plan.
