Meet the CPRB Members
Board Members
The Community Police Review Board (CPRB) is comprised of nine members: five members appointed by the Common Council and four members appointed by the Mayor, who serve for three-year staggered terms.
Term of Appointment:
Appointments are for a three-year term (except where to fill a vacancy), with eligibility for reappointment to an additional term of three years.
No member shall serve for a period that exceeds two consecutive three-year terms; provided, however, that an appointment to fill a vacancy in an unexpired term shall not apply to the limitations in terms of service otherwise applicable.

Paul Collins-Hackett - Term ends October 26, 2026
Paul Collins-Hackett was appointed to the CPRB by the Common Council in December 2020.
A Batman story...
In a world plagued by fear, in a city haunted by neglect, a dark knight rose….
Born and raised in Albany, New York, Paul committed to helping others after the death of his father when he was 3. He helped care for his blind mother as they forged a path together. As Paul grew, programs such as the Big Brother Big Sister program and mentors such as Jim Snyder helped him develop. It was there he learned the im‐ portance of caring for others, and just how impactful a community can be on a child. Albany’s Batman was born.
After graduating from Albany High and then Siena college, Batman joined with others to launch the non profits “Tru Heart Inc” and “PULSE”. He worked at a local homeless shelter and began to plan. He served our great city as Director of the summer youth employment program, providing income and opportunity to local families. Now, Batman is the Executive Director of The RED Bookshelf, where his team of superheroes inspires young readers.
Batman continues to bring others into this league to work with our youth and save the city. This, league, of concerned individuals became the blueprint for his work moving forward. In addition to his day job, Batman is on the board for the Albany Fund For Education, serves as Vice President of Tru Heart, is on the alumni board of the Sponsor a Scholar program, is Co-founder of PULSE, is on the steering committee of the Community Leadership Team for the Law Enforcement Assisted Diversion program, the Secretary of the Community Police Review board, the co owner of a small business venture and more.
Despite his humble beginnings, Paul lives by the motto “what I do defines me”, and is an example to others that where you begin is not where you have to end in life. The most important question in life is “how do we move forward”. Paul does his best to be the change he wants to be and lead by example. We can all sleep peacefully knowing our Dark Knights are behind us.

Victor Person - Term Ends October 26, 2026
Victor Person was appointed to the Albany Community Police Review Board by the Mayor in January 2021.
He received a master’s degree in Community Psychology and bachelor’s degree in Human Services from the Sage Colleges in New York. His skillset includes mental health counseling, crisis intervention, individual and group counseling, behavioral therapy and social work. Person is passionate about serving and giving back to the community having previously worked as a Training and Development Specialist at Berkshire Farm Centre, Substance Abuse Counselor at Whitney M. Young FACTS Program, and Prevention Specialist at Rensselaer County Mental Health.
Person also serves as an Assistant House Manager for Devereux Foundation in New York, working in tandem with residents’ medical and employment providers and assisting in the development and oversight of the community employment program.

Malik Dare - Term Ends October 26, 2026
Malik Dare was appointed to the CPRB by the Common Council in September 2025.
Malik Dare is a dedicated public servant and native of Albany, New York.
After graduating from Roberts Wesleyan University with a Bachelor of Science in Business Administration, Malik has built a distinguished career in public service. Malik began his tenure with the New York State Senate as a Finance Analyst and quickly rose to his current position of a Director of Finance where he plays a critical role in furthering the State’s mission of funding vital sectors including Education, Cultural Affairs, Agriculture, Parks, Energy, and Environmental initiatives. Prior to his tenure with the Senate, he worked as a School Operations Data Analyst at the State University of New York (SUNY) Charter Schools Institute, further demonstrating his longstanding commitment to improving education policies and initiatives across the State.
Beyond his professional achievements, Malik remains deeply engaged in his community. He has organized and lead philanthropic efforts including annual Thanksgiving food drives, back to school supply drives and distributions, and public forums on social justice, underscoring his dedication to community service. His commitment to civic engagement was further recognized in 2025 when he was appointed to the Albany Community Police Review Board.
Through both his professional endeavors and volunteer service, Malik continues to strive to make a meaningful community impact.

Warren Hamilton - Term Ends October 26, 2027
Warren Hamilton was appointed to the CPRB by the Common Council in October 2025.
The mascot at my high school was an engineer, and I entered freshman year fall of 1982 is SUNY Buffalo as a non-matriculated engineer. It is insightful to say that I was in under my head and didn’t have a clue. I am still just now learning to keep my eyes wide open and to check my blindside frequently for things unexpected like that girl who changed her mind and resulted in me losing a class officer position by one vote.
I’m not sure if it was that girl who taught me a valuable lesson about politicians versus public servants, but after realizing that engineering was not for me I majored in social sciences.
I used my undergraduate Degrees in sociology and psychology as a ticket to graduate school, and I took full advantage. Due to the benevolent efforts of Dr. Henry Louis Taylor Junior at the Center for Applied Public Affairs Studies at SUNY BUFFALO I was excepted as a number circulated student and a master’s degree program. I was not matriculated and I will have to prove myself the first I was given a very meaningful lesson by Dr. Taylor Monday in his office when he gave me the good news.
He says son don’t ever be afraid to dream. He said if you dream for the stars you might catch the moon, but if you dream for blade of grass you might not even make it out the dirt.
I took that lesson, worked hard and got my message degree in urban studies public policy in September 1991. The timing was pretty good and was given Grace, Mercy, and a Blessing when I was accepted as a NYS Senate Fellow, starting August 1992.
That job was the start of a 30-year career with New York State. After serving when you’re in the Senate I decided to go for civil service job and was fortunate to land a position with the nearest state budget office; the direct fiscal arm of the governor.
Was that the NYS Division of Budget, where I first formally became aware of nonprofit service programs that I could be involved in, and in that regard, I received it in your service award from Junior Achievement. In those years I followed it up with multiple service activities primarily with a for profit organizations including a stent as an executive Director for local housing not-for-profit in Arbor Hill area of Albany.
Services who I am and that’s what I do but I was also fortunate enough to be able to start a photography business as a DBA, which I quickly converted to an LLC.
Around that time I left the New York State division a budget, and got a job with a New York State Office of Children & Family Services as an administrative analyst with the New York State commission for national and community service. I work for the office on national community service, we supported that commission. Basically, this was administering AmeriCorps programs in New York State.
I ended my state career with OCFS January 2019 after spending the prior eight years in the Bureau of contract management.
After retirement I was able to spend more time as a board member with the Honest Weight Food Co-op in Albany New York, with the YMCA, my trusty position at my church, multiple volunteer program positions with a Capital District YMCA, and a 3 year stint on the CPRB circa 2015.

Michael Logan - Term Ends October 26, 2027
Michael Logan was appointed to the CPRB by the Common Council in December 2025.
Michael Logan is a Bronx, New York native and a graduate of the University at Albany. He is a veteran educator, mentor, and coach, holding an advanced degree from SUNY Buffalo and currently pursuing a master’s degree at Russell Sage College. For more than 40 years, Michael has served his community, developing a deep understanding of its needs and the importance of uplifting its collective voice.
He is the published author of The African American Male Child Support Survival Guide and a former Chair of the Queens Legal Aid Client and Community Advisory Board. Logan remains committed to mentoring young people, advocating for justice, and supporting causes that promote fairness, equity, and opportunity for all.

Josh Singletary - Term Ends October 26, 2028
Josh Singletary was appointed to the CPRB by the Common Council in December 2025.
Josh lives in Albany with his spouse and two young children. He is a military veteran, graduated from Boston University, and has spent most of his career working with technology. He is fortunate to have had both employment and volunteer opportunities serving young people, and working with others to close the opportunity gap that many children face.
Josh is proud to join the CPRB and hopes that his service encourages others to do the same.

Julia Morris - Term Ends October 26, 2027
Julia Morris was appointed to the CPRB by Mayor Sheehan in December 2025.

Program Director
Local Law D of 2024, developed in conjunction with the CPRB, created the Program Director position within the Office of the Common Council to assist the CPRB with its day-to-day activities. The Program Director is hired by resolution and reports to the Common Council after consultation with the CPRB.
As a lifelong public servant, Garrett brings extensive government and police oversight experience to the role of Program Director. He possesses a Juris Doctor with a focus on administrative, criminal, and employment law from the University of Florida; a bachelor’s degree in Criminal Justice Administration from Columbia College of Missouri; and a certificate of completion for the Law Enforcement Officer Training Academy in Florida.
In addition to his education, Garrett’s public service began as deputy sheriff in central Florida where he served for more than 6 years. During law school, Garrett served as an intern with the United States Attorney’s Office for the District of Columbia, the Office of Chief Counsel for the Federal Railroad Administration, the State Attorney’s Office in Gainesville Florida, and with a criminal defense law firm in Tampa Florida. Since 2017, Garrett served as an investigator, major case specialist, and/or supervising investigator with the Civilian Office of Police Accountability in Chicago where he was responsible for conducting and/or reviewing investigations into alleged misconduct by employees of the Chicago Police Department.
Garrett’s philosophy of effective efficiency has assisted in the development of skills and knowledge that he can use to help grow and enhance the police oversight program for the CPRB, Common Council, APD, and community of Albany all while striving to ensure fidelity to the law and obtaining the most value for approved funds.
