Asbestos Inspection RFP
The Albany Community Development Agency hereby issues this Request for Proposals (RFP) to solicit submissions from qualified, licensed, and certified asbestos inspection firms. The selected firm(s) will conduct residential asbestos surveys for properties located within the City of Albany service area where renovation, repair, or other construction-related activities are supported by grant funding.
Each respondent must submit a proposal on company letterhead in accordance with the instructions in the document linked below. Proposals must be submitted electronically via email to mfoley@albanyny.gov no later than 4:00 PM on February 27, 2026.
Accessory Dwelling Unit Grant Program
TAP, Inc. is helping Albany homeowners develop an Accessory Dwelling Unit (ADU) on their property through New York State Homes & Community Renewal's Plus One ADU Program. Homeowners may receive a grant of up to $125,000 for development and construction of an ADU. More information and the program application can be found on the Tap, Inc. website:

The Albany Community Development Agency (ACDA)
The Albany Community Development Agency (ACDA) revitalizes Albany neighborhoods and homes in a variety of ways, through its management of funds received primarily through the U.S. Department of Housing and Urban Development (HUD).
Encouraging Home Improvements and Ownership
HUD funds support home ownership and provide resources for essential home improvements for residents with low to moderate incomes. ACDA programs include those that:
- rehab homes
- make emergency repairs, including for seniors
- make homes lead-safe
- make homes accessible to people with disabilities
- help pay for down payments to purchase homes
- assist landlords in rehabbing rental units
Distributing Community Grants
HUD funds also support Community Development Block Grant (CDBG) programs awarded to community groups, non-profits, and businesses that work to combat blight, reduce homelessness, and improve the safety and economic health of all City neighborhoods. ACDA expands the impact of these grants by creating partnerships and securing funding with all levels of government, nonprofits, and private institutions.

Albany Community Development Agency (ACDA) revitalizes our neighborhoods by increasing home ownership, providing resources for home and community improvements, and connecting partners to facilitate quality of life projects and workforce opportunities for residents with low to moderate incomes.
Federal Funding
ACDA secures and manages millions of dollars in U.S. Department of Housing and Urban Development (HUD) funds each year-which are allocated to sub-recipients through strategic grants, or to the community through housing programs, and Citywide neighborhood development or public improvement projects. These funds are often times combined with other funding sources to maximize community development initiatives, improve housing conditions, leverage strategic housing and neighborhood projects, combat blight, increase home ownership, and foster economic and commercial stability in deserving neighborhoods.
Through creative programming, ACDA helps to grow and strengthen our community-from home ownership and rehabilitation support, to homelessness prevention, to coordinating with local and regional partners on initiatives that offer economic benefits, education or creative outlets to our residents and businesses.
Public-Private Partnerships
While HUD entitlement funding is a major contributor of Albany's livability, ACDA still aggressively pursues other funding sources and builds public-private relationships among all levels of government, City non-profit groups and private institutions, to better our neighborhoods.
