Arthur L. Lumpkin is the Councilmember-elect for Albany’s 3rd Ward and a long-time resident devoted to strengthening the community he proudly calls home. A dedicated father, grandfather, and now a great grandfather, as well as a respected civic leader, Arthur has spent decades serving Albany through mentorship, hands-on neighborhood work, and public service. He currently serves as Treasurer of the Arbor Hill Development Corporation and is an active member of the Masonic family as a Prince Hall Mason, a Shriner, and a Noble. He has also served as Director of Scheduling for the New York State Assembly’s Ways and Means Committee; supporting planning, coordination, and organizational operations. 

As he steps into the Common Council, Arthur’s priorities include community-centered public safety, expanding affordable housing, creating meaningful youth pathways, and empowering small businesses. Guided by the principle “All for One, One for All, Albany Strong.” Arthur is committed to building a safer, stronger, and more unified Albany.
