Rachel Barranca Powell is an Albany native with 20 years of state government experience. She currently serves as the Director of the Division of Quality Improvement’s Data, Analysis, and Evaluation Unit at the Office for People With Developmental Disabilities. She holds a Master of Science from Columbia University School of Social Work, earned in 2005. She received her bachelor’s degree from University of Albany. 

Her community involvement is extensive. Rachel has held key positions such as Vice President of the Upper Washington Avenue Neighborhood Association, Board Secretary for the Pine Bush Neighborhood Association, Board Secretary of Westland Hills Baseball and Softball, and a Member at Large for the Montessori Magnet School PTA. Rachel is committed serving the community and also volunteers with local organizations. 

As the youngest of seven siblings, Rachel grew up in the Eagle Hill Neighborhood. She moved into the 12th Ward in 2007. She currently resides on Victor Street with her husband and daughter.
