Albany Mayor Kathy Sheehan Announces New Administration Appointment

ALBANY, NY – Mayor Kathy Sheehan has announced the appointment of Ann Marie Salmon as Commissioner of Administrative Services after former Commissioner of Administrative Services Rachel McEneny’s departure from the City of Albany to become the County Administrator of Benton County, Oregon.

Albany Mayor Kathy Sheehan said, “Ann Marie has proven herself as exemplary member of the City of Albany and I am proud to appoint her to this senior leadership role. Ann Marie has served in a variety of capacities within the Department of Administrative Services and has helped provide our most valuable assets – our employees – with the tools and resources they need to succeed and thrive. I thank Ann Marie for being willing to take on this new responsibility and know she will continue to serve our city and our workforce well.

Ann Marie Salmon said, “It is an honor to be appointed as Commissioner of Administrative Services. For the past 6 years, I have been privileged to learn from and work with my colleagues at the City of Albany. I am excited about the opportunity to lead this great department and continue working with Mayor Sheehan and our team to provide citywide services with a focus on equity, effectiveness, and sustainability.”

Ann Marie Salmon has served the City of Albany most recently as Executive Deputy Commissioner of Administrative Services. Prior to serving as Executive Deputy Commissioner of Administrative Services, Ann Marie served as Deputy Commissioner of Administrative Services and Director of Innovation.

During her tenure with the City of Albany, Ann Marie has worked closely with the Commissioner to manage critical aspects of the City’s operations including contributing to the development of a $200+ million annual budget, administering the City’s $25 million American Rescue Plan Act (ARPA) grant funding program, overseeing a citywide compensation study to establish market-rate salaries for Albany’s public servants, and securing millions in grant funding for various infrastructure projects.

Ann Marie has also worked for New York City Department of Parks & Recreation and New York Road Runners. Ann Marie received her Bachelor’s Degree in Liberal Arts from the University of Notre Dame and Master’s Degree in Public Administration from CUNY Baruch College. Ann Marie, her spouse, and two young children live in Albany’s 9th Ward.

As per Sec. 301(c)(1) of the City of Albany Charter, Mayor Sheehan’s appointment of Ann Marie Salmon as Commissioner of Administrative Services is subject to Common Council confirmation.

As per Sec. 301(c)(2) of the City of Albany Charter, Rachel McEneny has served as Mayor Sheehan’s designee as Deputy Mayor to perform the duties of the Mayor during a limited period of absence or inability to perform since January 1, 2017. Effective 12:00 a.m., Wednesday, August 16, Mayor Sheehan has designated her Chief of Staff, David Galin, to serve in this capacity.
