About the program: To ensure that women and minorities are included on City of Albany construction contracts, the City of Albany Common Council passed the Minority- and Women-Owned Business Enterprise Program and Minority- and Women-Owned Labor Utilization Plan Ordinance, which establishes that City construction projects have a goal of 15% participation by Women and/or Minority Owned Businesses, as well as a goal of 30% labor hours performed by women and/or minority workers. The City of Albany Common Council governs the goals and rules which define the MWBE Program.
The MWBE Program is administered and enforced by the City of Albany Compliance Office.
Per the ordinance, a Minority- or Women-Owned Business is defined as a construction-related business which is owned and managed at least 51% by women and/or minorities. The City of Albany maintains a directory of City Certified MWBEs which is available to the public. Contractors on City of Albany construction projects utilize this directory when hiring subcontractors to meet the 15% MWBE participation goal.
