Road Closure and Detours Announced for Area Surrounding 625 Broadway Garage and Quackenbush Garage for Albany Water Department Floatables Project Construction

ALBANY, NY – Beginning October 29, 2018, commuters should anticipate delays in and around the area surrounding the 625 Broadway Garage and Quackenbush Garage as the portion of Orange Street between the 625 Broadway Garage entrance/exit and Water Street will be closed for up to three months due to the Albany Water Department Floatables Project construction.

The Albany Water Department Floatables Control Project involves the construction of screening facilities at combined sewer overflows located at Maiden Lane, Steuben Street, Orange Street, Quackenbush Square, and Jackson Street/Livingston Avenue. During periods of wet weather, combined sewer overflows will be diverted to the floatable control facilities where debris, grit, sediment, etc. will be screened out.

The project will reduce debris and floatable materials typically found in combined sewers, while also serving to treat the urban stormwater runoff by reducing phosphorus, nitrogen, metals, and other suspended solids. The project received grant funding from the New York State Department of Environmental Conservation WQIP Program as well as project financing through the Environmental Facilities Corporation CWSRF.

The Orange Street floatable control facility will be constructed in two phases to provide access to/from both garages.

Orange Street Traffic and Pedestrian Impacts:

  • During Phase 1 of the construction, the portion of Orange Street between the 625 Broadway Garage entrance/exit and Water Street will be closed.

  • Traffic entering either the 625 Broadway Garage and Quackenbush Garage from Water Street will be detoured to Columbia Street, Broadway, and then on to Orange Street.

  • Traffic leaving either garage wishing to travel on I-787 southbound will be detoured westbound on Orange Street to Broadway, Columbia Street, and then on to Water Street.

  • A lane of traffic into and out of both garages will be provided at all times during construction.

  • A new ADA compliant crosswalk and curb ramps will be constructed at the intersection of Orange Street and Water Street to safely convey pedestrian traffic to the existing sidewalk along the 625 Broadway Garage.

  • Phase 1 of construction is scheduled to commence on October 29 and will last up to three months.

  • Phase 2 construction of the Orange Street site will commence in the Spring of 2019.

All New York State Office of General Services shuttle stops will remain unchanged however commuters and patrons are advised to allow extra time for travel due to increased congestion and delays in shuttle service.

Please refer to the attached detour plans for Phase 1 construction of the Orange Street floatable collection facility. Any changes to these detour plans will be communicated as soon as possible.
