Lead-based Paint Hazard Control Program
The purpose of this program is to identify and control LEAD-based paint hazards in homes and rental units at no cost to homeowners or landlords. It covers a home or rental property in the City of Albany that houses pregnant women or where children under the age of 6 live or spend a significant amount of time. If you qualify, the program includes lead testing and full abatement of lead paint up to $20,000 per unit. For information on how to apply, contact ACDA at 518-434-5265. Albany ACCESS 
The City of Albany Access program was created to make residential units accessible for income eligible persons with disabilities. This program will provide financial assistance with the cost of adapting homes to meet the needs of those with disabilities to easily and comfortably live in their residences. Homeowner Assistance Program (HOAP)
HOAP provides financial assistance to owner-occupied homeowners anywhere in the City of Albany.  If you are in need of home improvements--such as new windows, doors, roof, or furnace. Download the HOAP guidelines here.

Home Acquisition Program (HAP)
Looking to purchase a NEW home in the City of Albany?  HAP may help you own your dream home by assisting you with down payment, closing costs and/or rehab assistance. Download the HAP guidelines here.

Senior Rehabilitation Program (SRP)
SRP provides substantial repair to housing units, owned by persons 62 years of age or older to eliminate conditions that pose a threat to the health, safety and welfare of their occupants.  Grants of up to $5,000 are available for emergency repair. 

  • ACDA's Lead Based Paint Hazard Control Assistance Program (LEAD) shall be included with rehabilitation work for eligible owners who apply under HOAP, HRAP or SRP. LEAD will reduce the hazards of lead-based paint to meet federal standards.

The Rehabilitation Assistance Program (RAP)
RAP provides substantial emergency repair to housing units in order to eliminate conditions that pose a threat to the health, safety and welfare of their occupants. Grants of up to $5,000 are available to address emergency repairs. Download the RAP-SRP Guidelines here.

Rehabilitation Assistance Program II (RAP II)
RAP II is for home owners above the income levels for our HUD funded programs.  This program provides grants of up to $5,000  to provide substantial emergency repair to housing units in order to eliminate conditions that pose a threat to the health, safety and welfare of their occupants.  Homeowners that earn up to 125% of the median income are eligible for this program. Tenant Assistance Rehabilitation Program (TARP)
Do you own a multifamily home or apartment building?  TARP provides financial assistance for moderate rehabilitation of vacant or occupied rental units that serve low-income residents.  Inquire with ACDA about your eligibility. Download the TARP Guidelines here.
