If there are outstanding items can a Temporary Certificate of Occupancy be issued?

In some instances we are able to issue a Temporary Certificate of Occupancy.  All life safety items must be in place and certified prior to any Certificate being issued.  In any case, Temporary Certificate of Occupancy can only be issued for up to one year.
