REGULATORY INFORMATION

Overview of Regulations

Polluted stormwater runoff is commonly transported through Municipal Separate Storm Sewer Systems (MS4s), from which it is often discharged untreated into local waterbodies. A federal regulation, commonly known as Stormwater Phase II, requires permits for stormwater discharges from MS4s in urbanized areas. Permittees are required to develop a Stormwater Management Program (SWMP) to reduce the contamination of stormwater runoff and prohibit illicit discharges. They are also required to submit annual reports to the NYS Department of Environmental Conservation. The City of Albany applied for coverage under this general permit in 2003 and has been covered by it since.
