Case Collation, Coordination, and Information Unit (CCCIU)

The C.C.C.I.U. is the analytical arm of the Detective Office. It is responsible for maintaining all records systems for the Investigative arm of the Albany Police Department. It maintains current case assignment data and intelligence files. The Case Coordinator is utilized as a communication vehicle between the Individual Investigators, Detective Office Supervisors, Administrative Services Bureau and Central Records. Information is maintained within the unit that will assist Detectives as well as Officers in their investigative effort. All reports, correspondence and information pass through the unit and properly disseminated to the appropriate unit.

All reports are routed from Central Records to CCCIU daily where they are then collated with existing reports. The Coordinator, based upon solvability factors that are present, makes a determination if the incident should be recommended for assignment or given an “office case” status. Those reports that are recommended for further investigation are then forwarded along with a completed Investigative Assignment Report (IAR) to the appropriate Detective Supervisor for his/her review and possible assignment. Upon the supervisor assigning a case, the IAR with the assigned investigator’s name is then returned to CCCIU for the case assignment process. This process includes data entry and filing within the active cases.

As detectives investigate their cases, various completed reports are then reviewed by the appropriate supervisor and then forwarded to CCCIU for processing. The processing procedure consists of copying for appropriate distribution & case files and are then forwarded to Central Records for storage. Case files are maintained within CCCIU throughout the life of the case and are updated regularly. As new information is received in CCCIU regarding active cases, it is disseminated to the assigned Detective and maintained within the active case files. As dispositions of cases are determined through investigations, data entry is completed to ensure the proper statistical analysis and removed from the active case storage to the inactive case files for future reference.

CCCIU, through analysis, make every effort to identify case similarities and crime patterns. Specific crime books are maintained and updated regularly. These books include, but are not limited to, robberies by patrol zone, burglaries by patrol zone, missing persons, and homicides. These crime books are considered to be an asset to the investigating detectives. Upon the finding a specific crime pattern it is then brought to the attention of the proper supervisory personnel so that the appropriate actions may be taken.

The Albany Police Department Records Management System (RMS) is utilized by the Case Coordinator as both an investigative tool and in the maintaining of case records. When specific information is needed that would assist a detective in completing his/her investigation, RMS is utilized to its fullest capabilities.
